| 摘 要： | 在振兴东北老工业基地的历史机遇面前,地方政府以及东北的众多老工业企业必须准确把握"调整改造"和"振兴发展"这一方针的内涵,充分发挥公共关系管理活动的舆论宣传、沟通协调、信息传播、咨询建议、教育引导的职能,实现思想观念的更新、政府职能的转变和经济环境的优化.
