| 摘 要： | 明前期荒政中的报灾、勘灾、蠲免、发赈、安抚、仓储、水利等各方面存在着诸多的腐败问题,为此政府采取许多行之有效的措施进行治理,使明代社会仍然能在“破坏-重建-再破坏-再重建”的历史轨迹上进一步发展。
