| 摘 要： | 人类社会的发展是沿着多序度稳定态而演化 ,没有稳定就不可能实现社会的有效发展 ,没有发展 ,社会也不可能得以有序的稳定。人类在经历了生存和发展阶段的多种磨难和当今面临严重的危机中开始觉醒 ,于是可持续发展便成为人类社会发展的最高历史阶段的最终抉择。社会稳定既是可持续发展的基础 ,又成为检验其状态的主要标志。为了保障社会的稳定 ,则应遵循社会与自然和谐的总量供需准则和结构均衡机理。我国的国情也决定了在遵循上述准则和机理过程中 ,必须采取加强中央政府控制、促进精神文明建设和创造外部有利环境等调控途径与机制对策

| Abstract: | This paper studies the inter\|relation between social stabilization and sustainable development, and puts forward the theories of evolving in a stable state from a lower\|stage to higher\|stage of human society with tow\|spiralities. The author advances guiding principles for the balance between supply and demand in total amounts of material production, consumption and environmental influence and in economic and social structures, in order to contribute to a stable society. The author also proposes ways for a more stable and sustainable development in China. |
