| 摘 要： | 公立医院改革是我国新一轮医改的核心,"管办分开"是公立医院改革的目标和重要手段。本文以公共行政学的"整体性治理理论",重新梳理了公立医院"管办分开"的主体、内涵、性质等,并在比较国内外公立医院治理模式的基础上,提出了一个基于整体性治理的我国公立医院"管办分开"的操作路径。

| Abstract: | Public hospital reform is the core of China’s new medical service system reform,of which the separation of operation from administration is both the end and the means.The article,according to holistic governance theory in public administration,clarifies the subject,the content,and the character of public hospitals’ separation from operation from administration and,in comparison with varieties of governance models of public hospitals home and abroad,suggests a practical means of separation on the basis of holistic governance. |
