美国和日本的农业保险模式及其对我们的启示

目前我国农业保险的发展处于停滞不前甚至倒退状况，农业保险市场出现了有效需求不足和供给短缺并存的现象。通过具体分析，发现主要原因是农业保险的保费较高与赔付率较高，根源在于缺乏良好的政策支持。通过研究美国、日本农业保险的成功经营经验，结合我国国情，提出了目前我国农业保险的应对措施：构建经营主体多元化的农业保险体系，同时加强制度创新，以尽快完善我国农业保险市场，发挥对农业的保障作用，从而促进我国农业产业的发展。

The Model of American and Japanese Agricultural Insurance and Its Enlightenment

The development of agricultural insurance in our country is stagnant and even has a tendency toward retrogression. Specifically speaking, there are both deficient effective demands and short supply in the agricultural insurance at the same time. Through the analysis of the above problems, it is found out that the main factors affecting the agricultural insurance development are the high premium and high loss ration of agricultural insurance, which is due to the lack of the support from the good policy environment. Based on the study of successful managing experiences in the agricultural insurance of America and Japan, togeth- er with our actual situation, some relevant measures about our present agricultural insurance are suggested, which include constructing the agricultural insurance system of diversified management main bodies, strengthening the system innovation and perfecting the agricultural insurance market in our country as quickly as possible. Its purpose is to play the ensuring role in the agriculture, and then promote the economic development in out country.
