2008年奥运会与北京的流动人口问题

北京流动人口 近年始终呈现快速增长趋势 ,到 2 0 0 8年奥运会期间有可能超过6 0 0万人。随着中央对于流动人口管理政策的重大调整 ,传统的比较突出“强制性”特征的流动人口管理方式已经不适合今天的管理局面了。 2 0 0 8年奥运会日益临近 ,为流动人口、外来人口的管理提出了一系列亟待解决的问题。本课题组针对这些问题进行了多方调研并进行了深入分析 ,提出了流动人口地理分布对策、素质分布对策和建立统一的城市人口管理体系对策 ,还提出了通过管理住房和劳动就业 ,实现对流动人口管理的对策。

2008 Olympic Games and the Beijing Migrants' Problems

The number of the migrants has been growing up rapidly in Beijing in recent years. It's predicted that the total number will reach 6 millions during the year of 2008 Olympic Games. After the adjustments of the administrative policy of migrants from China's central government,the old coerced policies towards the migrants are no longer suitable for the status quo. Facing the impending 2008 Olympic Games,there are a lot of administrative difficulties about the migrants and floating population. Based on some social survey and research,this report gives some policy suggestions and countermeasures including geographic distribution policy,quality distribution policy and unitive urban administrative system policy. It also proposes that by the way of housing and employment management,a successful migrant management could come true.
