我国民间组织的兴起与党执政战略的调整

民间组织的兴起是我国改革开放以来经济、政治和文化发展的必然结果。民间组织的发展对党执政具有双重影响：有利于巩固执政基础，优化执政环境，改善执政形象，推进决策民主化；但同时也增加了党整合社会关系的难度，对党的领导方式和方法提出了新的挑战。对此，党应增强意识形态的包容性，将多样化民间组织的价值追求纳入党现行的政治体系之内；同时建立、健全党与民间组织的沟通机制，实现双方的良性互动，从而提高党的领导水平和执政能力。

Emergence of Civil Organizations in China and Adjustment of the Governance Strategy of Communist Party of China

The emergence of civil organizations in China, which has dual effects on the governance of Communist Party of China （ CPC ） , results naturally from the development of economy, politics and culture since China＇s reform and opening up. It can consolidate the base of governance, optimize CPC＇s ruling environment, improve CPC＇s governing image, and promote the democracy of policymaking; while it also brings about the difficulty for CPC integrating various social relations, new challenge for CPC＇s leading methods. So CPC should enhance its compatible ability of ideological forms, holding diverse value pursuits of civil organizations into its present political system, establish healthy communication mechanism and favorable interaction between CPC and civil organizations, to enhance CPC＇s leading and governing abilities.
