“以人为本”是权力文明建设之根本

权力文明建设的最终目的是为了实现人自身的进步和发展。无论传统社会或是现代社会，缺失“以人为本”的权力，乃是不文明的权力，甚至是野蛮的权力。在我国权力文明建设中，必须肯定和尊重人在社会关系中的中心地位，把实现最广大人民群众的根本利益作为一切发展之根本，坚持“以人为本”的价值追求，并且建立较为完善的监督和制约机制。用法律规范权力，用权力控制权力，用权力制约权力，以确保权力始终为人民谋利益而不被他用。

On the Foundation of Human-oriented Power Civilization Construction

The ultimate goal of power civiliztion construction is to achieve progress and development of itself. Either in traditional society or modem society, the power is uncivilized and even brutal when lacking of ＂human-eoriented＂ power. In the process of the power civilization construction of China, the centrality of human beings in social relations should be confirmed and respected to achieve the fundamental interests of the masses, adhere to the ＂human-oriented＂ value persuit and establish perfect supervising and restricting mechanism. Power should be regulated by the law and controled and restricted by the power to ensure the people＇s interests.
