| 摘 要： | 美国2006年度《国家安全战略》报告基本继承了2002报告的三大重点,即用“先发制人”手段打击恐怖分子和防止大规模杀伤性武器扩散、加强与大国的合作、在全球促进经济繁荣与政治民主,但凸现了美国国家安全战略几个调整的新动向。美国仍在致力于谋求本国的“绝对力量优势”和“绝对安全”,向多边主义的“回归”是不彻底的,推行“先发制人”和“有效民主”政策背后的动机尤其值得继续关注。

On US New National Security Strategy Report |

| Abstract: | Compared with the US national security strategy report issued in 2002,the main content of the new one published in 2006 was basically the same: to strike terrorism and prevent the proliferation of WMD with pre-emptive means;to emphasize on major power cooperation as well as to promote economic prosperity and political democracy.However,new revisions are made in some aspects in the recent national security.US is still seeking its "absolute predominance" and "absolute security",and its regression to multi-lateralism is just halfway.We should continue to keep alert on the motivation of some policies,such as "pre-emption" and "effective democracy". |
