新型农村合作医疗试点工作存在问题与建议

考察福建省第一批新型农村合作医疗试点工作进展情况,发现存在的主要问题有:新农合开展的复杂性与试点工作经验不足的矛盾;合作医疗资金政府补助的必要与各级政府财政难以确保的矛盾;农村合作医疗资金总额不足与现阶段高额医疗费用的矛盾;农村合作医疗参保率与农民自愿参加的矛盾。建议要充分认识新型农村合作医疗试点工作的重要意义;保证各级政府对农村合作医疗的补助资金按时到位;从开展新农合入手,全面做好农村卫生工作;政府正确引导参加,使得农民真正体验党和政府卫生福利政策。

The Problems and Suggestions for Pilot Testing of the New Rural Cooperative Medical System

There are some main problems in pilot testing of rural cooperative medical system in Fujian Province: There are conflicts between the complexity of the work and the inexperience of pilot work;the necessity of government subsidy and financial insufficiency of government of all levels;the rural cooperative medical care system resource is neither sufficient nor economical;There are also conflicts between the number of the farmers who take out medical insurance and farmers who are willing to become members of the new rural cooperative medical care system.We found that some suggestions for health development are: Make sure that the Pilot testing work is the most important thing of authorities at all levels;ensure the enough subsidy provided by government to all levels;make sure that the establishment of Rural Cooperative Medical Care System is the critical step of rural medical reform;ensure that the farmers enjoy the welfare policy set by the party and government.
