公共服务供给主体多元化的理论与现实路径——以广东公共服务业多元化发展为例

公共服务供给主体的多元化有利于提升公共服务的有效性、公平性和可选性。但在公共服务实践中,供给主体的多元化发展仍不乐观。即使是公共服务业改制较早的广东,非公营部门进入公共服务业的规模与政府直接提供的公共服务相比也显得微不足道,需要从合法性建设、理念提升、组织创新和开拓特色服务等方面增强非公营部门在公共服务中的竞争力,实现公共服务主体的多元化。

Diversified Subjects in Public Service Supply: Theoretic Prospects and Realistic Paths

The diversification of subjects in public service supply will help promote the validity,the fairness,and the choice of the public service. But in practice,its development is still not satisfactory. Even in Guangdong where the reformation of public service system was undertaken earlier than in other places,the scale that the NGO enters the public service business seems to remain insignificant compared to that which is supplied directly by the government. Therefore,such measures as legitimacy building,principle promotion,organization innovation,and special service development should be taken to strengthen the competitiveness of the NGO in the public service in order to realize the diversification of the public service subjects.
