数字普惠金融助力成渝双城经济圈住房公积金一体化发展的机制研究

为贯彻落实中央推进成渝地区双城经济圈建设重大决策，成渝地区住房公积金一体化发展已进入实质性阶段，住房公积金一体化发展的机制和路径备受关注。学术界对于住房公积金制度是否存在损害公平性、加重企业负担、扩大收入差距、资金效用低、提取使用难等一系列问题产生了争论，各地住房公积金管理标准的差异也会成为阻碍公积金一体化发展的桎梏。文章认为，数字普惠金融的普惠特性可以彰显住房公积金制度的公平性，技术优势有助于革新管理方式、投资理念和提高工作效率，也有助于形成成渝地区住房公积金管理的统一标准。

Research on the Mechanism of Integration of Housing Provident Funds in Chengdu-Chongqing Dual-city Economic Circle Promoted by Digital Inclusive Finance

In order to implement the major decision of the central government to promote the construction of the dual-city economic circle in Chengdu-Chongqing region, the integrated development of housing provident fund in Chengdu-Chongqing economic circle has entered a substantial stage. The mechanism and path of the integrated development of housing provident fund have attracted much attention. Academic scholars have debated whether the housing provident fund system is damaging fairness, increasing the burden on enterprises, widening the income gap, reducing capital utility, and adding difficulties to extract and usage. The differences in the management standards of housing provident fund will also become a barrier to the integrated development of the provident fund. This paper argues that the nature of digital inclusive finance can demonstrate the fairness of the housing provident fund system, and the technological advantages can help to innovate the management mode, investment concept and to increase work efficiency. Digital inclusive finance also helps to form a unified standard of housing provident fund management in Chengdu-Chongqing economic circle.
