论国有经济的规模定位与战略调整

我国国有企业发展中所面临的种种困难与问题 ,不仅渊源于微观层面上国有企业产权关系、政企关系和经营机制等方面存在的天然缺陷 ,而且渊源于宏观层面上国有经济战略定位方面的不甚准确 ,尤其是规模定位上的不甚科学。因此 ,对转型期国有企业的改革不能仅仅局限于从微观层次上进行创新 ,还应从宏观层次上寻求突破口。根据我国社会主义市场经济发展的客观要求 ,从宏观上科学确定国有经济规模 ,并以此对国有经济进行战略性调整 ,已刻不容缓

On the scale and the strategic adjustment of the state-owned enterprises

The numerous problems and difficulties which state-owned enterprises are experiencing have their origins in both microcosmic and macroscopic aspects, which can result in bad relationships between production and right as well as between enterprises and government. The disadvantage can be best shown in the scale of the state-owned enterprises. Therefore, it is imperative that they should be developed according to the requirements of the socialist market economy.
