| 摘 要： | 长期以来我国地方政府在强化制度执行力方面形成了既定的路径依赖，包括领导驱动式执行模式、事件推动式执行模式、运动推动式执行模式、形象工程式执行模式。路径依赖现象的深化在一定程度上削弱了地方政府执行力。因此，寻找“解锁”与路径创新成为必要，而有效实现“解锁”的关键在于促进主体的有意识地偏离现有路径的行动。

| Abstract: | Chinese government has been formed the path dependence in strengthening government executive ability, this includes： leader-drive model, event-drive model, storm-drive model, and the image project-drive model. The path dependence weakens the government executive ability. So, it is necessary to seek the “lock-out” and reengineer the path . The key of “lock-out” is to promote the main subject’s action to deviate the present path consciously. |
