摘    要:目前,集体建设用地基准地价还是我国地价管理中的空白,探索和完善集体建设用地使用权基准地价的评估工作迫在眉睫。结合具体的评估试点工作,介绍了农村集体建设用地基准地价评估工作的特点和评估流程,分析了评估工作中存在的主要问题,就评估范围的划定、级别边界的处理、估价资料的收集、估价参数的选取、基准地价的确定、基准地价的衔接等关键问题提出了相应的解决办法,以期完善农村集体建设用地基准地价的评估工作。
