毛泽东在主办揭露社会弊病、针砭时政的报刊被查禁中悟出报刊是为阶级服务的工具的道理,在创办和领导党报的实践中确立正确处理党报与党委、党报与群众、党报与实际关系的原则,在新闻舆论监督实际工作中及时发现和纠正出现的错误,用党内文件规范党报、党刊的新闻舆论监督行为,在继承和发展马克思、恩格斯、列宁舆论监督思想的基础上提出全党办报、群众办报、政治家办报的方针,正确解决舆论监督和监督舆论的问题。
