| 摘 要： | “和谐社会”作为当代中国政治的主流范式，决定了当代中国政治哲学的主题思考，也决定与导引了政府领导文化和行政哲学的范式转化。和谐社会的构建，必然会导致领导文化范式的转变，并建构起适应和谐社会总要求的新的领导文化范式。为此，按照和谐社会的总要求，和谐社会视闽下的领导文化应是由“以人为本”的领导价值观、变革创新的领导思维方式及民主法治的领导行为模式等基本因子组成的文化，具有人本性、服务性及包容性等特点。
