我国新型农村合作医疗的筹资问题

作者认为，“缺钱”是农村合作医疗几度曲折的根本症结；并从政府、集体经济组织 、农民等主体要素和制度效应角度分析了造成筹资困难的原因；提出了解决筹资困难应确立 的几个理念，从主体、组织和制度三要素具体探讨了筹资机制问题。

The Issue of Raising Money for the New Rural Cooperative Medical System

:This paper holds that lacking money is the root cause for the various problems of the rural cooperative medical treatment. It analyzes the reasons for the difficulty of raising money from the subjects of governments, collective ec onomic organizations, peasants, etc. and from the policy effect. It then advance s the outlook that should be acquired for settling the money problem, and delves further into the money collecting mechanism from three elements of subject, org anization and policy.
