| 摘 要： | 我国环保NGO的制度环境具体包括宏观制度环境、微观制度环境和非正式制度环境,这三者均对环保NGO的发展有一定的制约作用。因此,对制度环境的诉求不仅是环保NGO自身发展的需要,更是我国生态政治建设和公民社会发展的需要。作为制度的供给者,政党、立法机关和政府对此均负有相应的责任,应充分发挥各自的角色作用,完善环保NGO乃至整个公民社会的制度环境。

| Abstract: | In China, the institutional settings for environmental NGOs include： macro-institutional setting, microinstitutional setting and informal institutional setting, all of which restrict the development of environmental NGOs to some extent. Therefore, the need for an appropriate institutional setting is important not only for the development of environmental NGOs, but also for the development of eco-politics and civil society. As the constitutor of relative institutions, political party, legislative organs and governments are all expected to play a due part in improving the institutional setting for the development of environmental NGOs and civil society as a whole. |
