论公共政策解读中的冲突与整合

决策者的有限理性和公共政策的权变性为政策解读留下了空间。公共政策解读大体可以分为决策者的工具性解读、执行者的程序性解读、专家的理论性解读和目标群体的损益性解读等方面,而解读主体利益及其解读能力的差异、政治系统的封闭性、政策漏洞以及地方主义的存在,又导致了公共政策解读上的冲突,一定程度上损害了公共政策的目标。因此,应该通过增强政府透明度、强化参与决策、加强政策宣传、减少政策漏洞、加强政策监控等措施,最终减少政策解读恶性冲突发生的机会。

The Conflict and Integration in the Interpretation of Public Policy

The limited rationality of the decision makers and the change of public policies leave room for interpretation of policies. The interpretation of public policies can mainly be divided into decision-makers＂ instrumental interpretation, executors＇procedural interpretation, experts＇theoretical interpretation and target groups＇profit-loss interpretation and so on, while the interpretation of the subjects＇interests, the differences of interpreting ability, the closeness of politic system, policy loopholes and localism lead to the conflict of the interpretation of public policies, to some extent impairing the goal of public policies. Therefore, we should enhance governments＇transparency, increase citizens＇ chances of participating, improve policy propaganda, reduce policy loopholes, and strengthen policy supervision, so as to reduce the chance of severe conflicts in policy interpretations.
