| 摘 要： | 山东省潍坊市坊子区通过医疗体制与机制创新,探索出以政府为主导、区人民医院为龙头、社区卫生服务中心(镇街卫生院)为枢纽、社区卫生服务站(村卫生室)为基础的城乡一体化医改模式.其核心内容,就是构建区、镇、村"三位一体";管、培、服"三位一体";防、治、保"三位一体"的医改模式.坊子区统筹城乡卫生资源的实践说明:城乡一体化医改模式,不仅要解决农民因资金困难造成的看病难问题,还要解决因农村医疗服务能力低下带来的看病贵问题;通过体制与机制创新,实现对卫生资源的优化整合、统筹管理,促进了城乡经济社会一体化发展;增强了新型农村合作医疗的吸引力,促进了"新农合"的开展;依托信息化平台,构建覆盖城乡的医疗保障体系.
