| Abstract: | Taking Kaixian,which is constructing northeastern Chongqing territorial central city for example, this paper discusses the main problems of constituting development strategy plan of territorial central city, including instructive thought, primary thread, background analysis, primary principle, countermeasure, function orientation, development object and plan content etc. |
