| 摘 要： | 人口安全是国家安全的基础和重要保障,是经济社会发展的必要条件。近年来,我国边境地区由于外迁导致的人口减少现象越来越突出,引发了一系列社会、经济甚至边境安全问题。黑龙江省边境线漫长,边境地区人口安全问题突出。国家应加大对边境地区的扶持政策力度,促进边境地区社会经济发展,完善人口政策,维护边境地区人口安全。

| Abstract: | Population security is foundation and important insurance for national security,as well as necessity for economical and social development.During recent years,the phenomenon of population decrease due to out-migration in our border areas is get more and more outstanding;this leads to series of problems in social,economical,nationality and even border security.The border line is very long in Heilongjiang province,the population security along the borders is very serious.We should impose the supporting policy,improve social & economical development,optimize population policy,and protect border population security. |
