CEPA自2004年1月1日实施以来,通过内地与香港的共同努力,进展十分顺利,诸多效益全面显现,CEPA对提振香港经济效应明显,也使内地经济获益良多,但与人们当初的"火热"预期相比仍存有差距。为此,中央政府和香港特区政府必须共同努力,加大推介力度,增进海内外投资者对CEPA的了解;内地与香港应加强协调,为落实CEPA提供必要的配套措施;必须简化程序,便于业界发挥。同时业者也应积极主动了解CEPA内容,结合市场策略,主动利用CEPA商机。

The Effect of CEPA on Hong Kong's Economy and Its Countermeasures

CEPA has been going on smoothly since it was put into effect on January 1,2004.CEPA not only played a key role in pushing the recovery of Hong Kong's economy,but also benefited the mainland economy a lot.Yet there still exist some problems in CEPA.Accordingly,it is essential that the central government and the government of Hong Kong Special Administration Region work harder together and take measures to enable investors at home and abroad to better understand CEPA;that the mainland and Hong Kong further the coordination and provide corresponding measures for the implementation of CEPA;that procedure should be simplified for the sake of the industries.Meanwhile,the industries are supposed to actively understand the contents of CEPA,and make full use of the business opportunities of CEPA combing their own market strategies.
