自主治理:乡村振兴高质量发展的模式选择——基于江西省H自然村的个案考察

自主治理理论是小规模公共事务治理的有力分析工具,长期存续的自主组织需解决制度供给、可信承诺和相互监督三大难题。在已有研究基础上,依据自主治理理论整理提出了村民自主治理模式的研究框架;再运用理论驱动型案例研究方法,有针对性地选择已有30余年自治历史、由“贫困村”华丽转身变为“富裕村”的江西省H自然村作为典型个案,通过发掘有力的事实证据验证和发展自主治理理论研究框架。研究发现,村庄文化是村民自治实现的基础,优秀领导者对村民自治成功至关重要,自主治理的制度设计应有效解决可信承诺和相互监督问题,从而实现乡村治理有效和村庄可持续发展。

Self-governance as the Mode Choice for the Rural Revitalization of High-quality Development:A Case Study of H Natural Village in Jiangxi Province

The theory of self-governance is a powerful analysis tool for the governance of small-scale public affairs.The long-term subsisting self-organization needs to solve three tough issues such as institutional supply,credible commitment and mutual supervision.Based on the existing research,this paper puts forward the research framework for the mode of the villager's autonomy according to the theory of self-governance.Then,adopting the theory-driven case study method,this paper selects H natural village in Jiangxi province which has been successfully transformed from a poor village into a rich village with more than thirty years of self-governance,and develops through verification of convincible evidences the research framework of the theory of self-governance.The research has found that village culture is the foundation of the realization of the villager's autonomy while excellent leaders are vital to their autonomy.The institutional design of self-governance should effectively solve such problems as credible commitment and mutual supervision in order to realize effective governance and sustainable village development.
