统筹城乡视野的社会管理体系创新：重庆例证

作为全国统筹城乡发展综合配套改革试验区，重庆城乡统筹发展引起广泛关注，但在社会管理方面还滞后于经济发展。以“社会质量理论”为视角，从社会经济保障、社会凝聚、社会融入和社会赋权四个条件性因素对重庆统筹城乡发展中的社会管理质量进行检验。下一步，应完善城乡统筹的社会经济保障体系、加强基层政府和农村非政府组织规范化建设、提升城乡统筹的社会制度供给能力和通过赋权方式促进社会参与和社会流动。

The Innovation of the Social Management System in the View of Urban and Rural Harmonious Development: Chongqing Case

As a National Comprehensive Reform Pilot Area of the urban and rural harmonious development,Chongqing’s groundbreaking and robustness urban and rural harmonious development has caused a great deal of attention at home and abroad,but its social management development lagged far behind economic development.From the perspective of Social quality theory,the paper makes an inspection on Chongqing social management in the urban and rural harmonious development from four conditional factors such as socio-economic security,social cohesion,social inclusion and social empowerment,and make recommendations to improve urban and rural socio-economic security system,to strengthen the standardized construction of grass-roots government and rural NGO,to improve the supply capacity of urban and rural social system and to promote social participation and social mobility through the empower way.
