| 摘 要： | 中亚五国议会制度的共性体现在：1．议会体制的变迁起点相同；2．议会权力都向行政机关转移；3．议会受到总统较强的制约；4．议会的政治社会化功能受到重视。中亚五国议会制度也体现出不同的民族特性：1．各国议会的组织结构具有本国特色；2．土库曼斯坦的议会制度较为特殊；3．吉尔吉斯斯坦议会与总统的权力之争刚刚结束。展望未来，“强总统、弱议会”的政治制度在中亚还将维持下去。中亚五国议会制度将继续向西方成熟的议会体制看齐，其中体现民族特色的东西将不断被削弱。

| Abstract: | The common traits of the parliamentary system in five Central Asian Countries are as follows： 1. the starting points of change are similar. 2. The parliamentary power is transferred to the administrative department of the government. 3. The parliament is severely restricted by the president. 4. The political and social function of the parliament is stressed. But there are some national features such as, the characteristics of their own countries in the organization and structure of the parliaments, the special features of the parliamentary system in Turkmenistan, and so on. In long term, the political system of strong president and weak parliament will exist in Central Asia and the parliamentary system will keep pace with the mature western system. |
