| Abstract: | As a great political move, "Three thirds system" was posed by the CCP during the period of anti Japanese war.It was not only a sort of political echo toward the democratic constitutionalism movement in the KMT dominant region, but also a great system innovation for the CCP.It reflected CCP's new development in recognition and practice of the democratic policy. |
