| Abstract: | The construction of systematic ethic is counted on in order to push the development of public administration＇ s modernization. Systematic ethic should be conducted and norms should be set to help form civil servants＇ moral personality themselves so that the development of moralization of public administration could be pushed forward and citizens＇ expectation toward government＇ s new round reform could be realized. |
