我国农业剩余劳动力转移的辩证分析

农业剩余劳动力转移是解决"三农"问题的重点、热点和难点.认真研究农业剩余劳动力的四对转移措施之间的辩证结合,对推动农业剩余劳动力转移的良性运作意义重大.这四对结合是:跨行业、跨城乡的转移模式与农业内部转移模式辩证结合;发展劳动密集型企业与发展资本、技术密集型企业辩证结合;鼓励农业剩余劳动力的转移和规范农业剩余劳动力的转移辩证结合;农业剩余劳动力的国内转移与国际输出辩证结合.

Analysis of the Surplus Labor Force Transfer in Agriculture

The transfer of surplus labor force in agriculture is a difficult issue in resolving the three problems existing in farmers,countrysides and agriculture in China.Therefore,the study on the dialectical combination of the four measures to the surplus labor force transfer in agriculture is of great significance to its right solution.And the four combinations are as follows:the transfer mode of trades,cities and countrysides with its inner transfer in agriculture;the development of labor-intensive enterprises with that of capital-intensive and technology-intensive enterprises;the encouragement with the criterion of surplus labor force transfer in agriculture;and the internal transfer with the external export of the surplus labor force in agriculture.
