社会政策具有公共性,然而,任何社会政策在实际运作中使部分公众受益的同时,又不可避免造成部分公众受损,追求效率价值还是公平价值成为制定良好社会政策的难点。美国医疗保险改革通过一系列措施,实现了覆盖率提高和医保费降低的双重目标,取得公众实质获得和心理认同的效果,为良好社会政策的制定提供了某些启示:社会本位是良好社会政策之根本;受益面是良好社会政策之基础;得失感是良好社会政策之保障。

From Substantial Benefit to Psychological Identity:What Is a Good Social Policy:Taking Medicare(USA) As an Example

Social policies bear the characteristic of public nature,but while the policies benefit some part of the public it may inevitably cause damage to the other part.Therefore,to get efficiency or to value fairness becomes a dilemma in developing a good social policy.The US system of health insurance has,after a series of reforms,not only attained its twin goals as having increased the coverage and decreased the Medicare fee,also achieved the effect of public’s substantial benefit and psychological identity.And it provides some revelations for making a feasible social policy:social standard is the root;benefit coverage is the basis;public sense of the pros and cons is the safeguard.
