“鬼城”探秘——揭露“鬼城”成因,抑制房地产泡沫蔓延

“鬼城”现象在当今中国的房地产行业不断蔓延,广受公众诟病.由于地方政府对土地财政的依赖以及出于政绩考虑放宽土地审批、出于腐败官商的需求、整体规划的缺陷、高房价使刚需人群买不起,以及投机炒房和选择投资渠道,加上金融行业的推波助澜等原因,造成“鬼城”在中国普遍出现.为此,中央政府应当强化“国五条”的执行力度,建立房产信息系统,对于目前的地方政府政绩考核模式、房产税收制度、住房供应模式以及金融系统进行改革;地方政府务必改变过度依赖房地产的经济发展模式、缩小贫富差距;房产商则应对项目开发进行合理定位和科学规划.三者共同努力,才能促使我国房地产行业健康发展.

On Ghost Towns——Uncovering the causes of ghost towns and restraining the property bubbles

Ghost towns have constantly increased in number and been widely criticised in China. The author con- cludes eight factors that contribute to the emergence of ghost towns, and proposes three measures as follows. The central gov- ernment is supposed to enforce the ＂ five national articles＂ for the real estate industry, establish the Real Estate Information System, and reform the government performance examination mode, tax system, housing supply mode and financial system; the local governments must transform their economic development mode, turn less dependent on the real estate industry and bridge the wealth gap;the real estate agencies should make a proper orientation and sicentific plan for every project. With trilateral efforts, the real estate industry in China will develop healthily, and the citizens who really need houses will realize their dreams.
