当代农村教育政策的再省察

我国的农村教育制度尽管在不断完善,但随着教育形势的发展,农村教育政策的局限性逐渐显现。主要的问题有政策与行为的不配套带来的行动相对滞后;教育与经济的不对称,导致出现经济发达教育却相对落后的现象;中央和地方的不协调,致使中央政策落实困难;农村教育政策本身的局限性,导致政策具体落实和政府的扶持出现偏差和不到位的情况。因此,进一步完善农村教育政策,促进农村教育发展非常必要,包括制度设立和制度选择方面的保障,加强弱势群体的教育救助,提升教育部门的绩效考核,加强调整农村教育教师投入力度和政策等诸方面。

The Reflection on the Policy of Rural Education Nowadays

Although the village education system of China is continuously improved,the limitation of village education policy is exposing gradually along with the development of education situation.The key problems may be:the unqualified set of policy and behavior leads the action getting behind;the dissymmetry of education and economy causes the phenomenon of education getting behind while the economy is developing and flourishing;because the Central government is out of line with local government,the implementation of central policy become very difficult;the limitation of village education policy causes that the implementation of the policy and government support are very difficult.Therefore,it is very necessary to improve the village education policy,to promote the development of village education,including ensuring the foundation of system and choosing system,strengthening salvation of education of disadvantaged minority,promoting the evaluation of education institution,strengthening the investment of village education and adjusting policy,etc.
