| Abstract: | Building the regional culture of black soil can exert an important influence on enhancing the quality of the city dwellers. Its mechanism of the material restriction constitutes the foundation of shaping the quality of civilization. Its driving mechanism is the propeller for shaping the quality of civilization. Its mechanism of the guide for value is the positioner of moulding the quality of civilization. Its mechanism of the conformity of system is the key to moulding the quality of civilization. Its mechanism of the instructional training is the important measure of moulding the quality of civilization. |
