卫生行政执法存在的问题及对策

卫生行政执法虽然取得了引人注目的成就 ,但执法依据不完善、执法主体不规范、执法手段不得力、执法程序不完善、监督机制不健全等问题的存在制约了卫生执法工作的发展。重视卫生执法依据的立改废工作 ,以主体资格审查为突破口 ,彻底清理卫生行政执法主体 ,增加执法投入 ,强化执法手段 ,完善卫生执法程序 ,使之规范化、法制化 ,健全监督机制、强化监督队伍 ,使卫生执法工作置于全方位的执法监督之中 ,将有利于改进卫生行政执法的质量和水平。

The Problems and Countermeasures in Administration and Execution for Sanitary Work

Although it had achieved remarkable success, the administration and execution for sanitary work is still restricted in progress by many problems, including unsufficient legal reasons, less standardized administrative staff, inappropriate executing means, imperfect legal procedures and unsound supervision system, etc. For the legal reasons of execution for sanitary work, focus is on abolishment rather than legislation with the core of examining the qualification of executing staff to thoroughly clear up them. By means of increasing input in execution, enhancing executive methods and improving the legal procedures will the execution for sanitary work make more standard and legitimate, while imposing itself under intensive enforceable supervision. All these measures will contribute to improving the qualities and level of administration and execution for sanitary work.
