农村剩余劳动力转移的战略审视和市民化整合

农村剩余劳动力向城市转移是工业化发展的要求和必经阶段.当前,我国出现的主要问题是农村剩余劳动力不仅要转移的数量大,而且转移内涵有待进一步深化,即大部分已“转移”的农村剩余劳动力只完成了职业的转换而没有完成身份的转换（市民化）.其成因在于长期的国家赶超战略和基于其上的多元社会整合机制.解决上述问题,必须要基于国家发展战略层次上的审视和转换,完成从赶超战略基础上的多元整合机制向均衡发展战略基础上的城乡一体化一元整合机制的转变,使农村剩余劳动力在一元整合路径的基础上进行深度整合,实现市民化.

Examine the Strategy of Surplus Rural Labor Force Shift and Their Conformity With Urban Residents

The shify of surplus rural labor force to cities is the request of industrialization development and an inevitable stage to pass through.Presently,the main problem in China is that not only the quantity of the surplus rural labor force to shift is big,but also the shift connotation waits for further deepening,namely the majority of the already "shifted"surplus labor force having only completed the occupation transformation but not yet the social status transformation(as urban residents).Its origin lies in the country's longterm surpassing strategy and based on many Yuan social conformity mechanism.To solves the above problem,we must examine the transformatiom on the national development strategy level,to complete from surpasses in the strategic foundation of many Yuan conformity mechanism to a balanced developmental strategy foundation in city and countryside integration Yuan conformity mechanism transformation,and to enable the surplus rural labor force to carry on the depth conformity in a Yuan conformity way,thus to realize the goal of becoming urban residents.
