摘    要:科学教育发展观具有人文性、协调性、持续性、多样性特点。坚持以人为本,促进人的全面发展。素质教育是全面发展的前提,德才兼备是全面发展的标准,道德价值是全面发展的内涵,非智力因素是全面发展的主导,人文教育是全面发展的底蕴,个性发展是全面发展的核心,国际人才基本素质是全面发展的借鉴。发展是第一要义。提高教育质量效益,实现速度、结构、质量、效益统一。

Abstract:The scientific concept of education development encompasses the characteristics of humanistic, coordinated, sustainable and diversified development. Promoting all-round development on the people-oriented principle is our key policy. Our premise is education for all-round development; our criteria is intellectual ability combined with moral qualities. Moral values are the key to the all-round development of people, while non-intellect factors are our guidelines. Humanities education and character training remain the core of our education. With development as our priority, we should improve our education efficiency by achieving the optimum combination of speed, structure and quality.
