| Abstract: | Government is considered as the behavioral subject of the difficult policy implementation in the soft investment environment. The root of the problem lies in the ineffectiveness of government function, which is a kind of deficiency in the system. In order to remedy such deficiency, there must be strict code of conduct to regulate the governmental action and to improve the governmental efficiency. |
