效率与公平在农业财政支持政策中的目标定位

本文对中国工业化过程中政府经济政策在效率与公平之间的价值取向进行了分析,指出公平缺失是造成地区间、城乡间差距加大和农村公共物品匮乏、农业落后的主要原因。现阶段,政府在政策选择过程中,应更多关注公平,采取农业财政支持政策,解决二元经济问题,实现城乡统筹,和谐发展。

The Goal and Orientation of Efficiency and Impartiality in Agricultural Financial Policy Support

This paper gives an analysis of the value orientation of governmental economic policies between efficiency and im- partiality in China's industrial process and points out that the loss of impartiality is the main reason leading to the large gap between city and countryside,the shortage of public products in the countryside and agricultural backwardness.Now the gov- ernments at all levels should pay attention to the impartiality,adopt the policy of supporting agriculture,solve duality eco- nomic problems and others to develop harmoniously.
