政府作用与文化产业政策设计

由于意识形态的属性挤压、文化单位最大化目标偏移和治理结构的错位,以及市场微观基础的非市场特征,我国文化产业表现出明显的幼稚性。因此,如何准确、有效地发挥政府作用,制定符合客观实际的产业政策,促进我国文化产业的发展就显得十分重要。适宜的文化产业政策能促进政府职能转变、弥补市场机制的缺陷,有效转变经济增长方式,快速促进产业高级化。产业的幼稚性和经济转轨特征等决定了我国当前的产业政策应包括三部分:结构政策、产业组织政策和产业发展政策。结构政策包括产业结构高级化的目标、主导产业的选择和产业发展的序列等;产业组织政策应允许社会市场主体进入若干意识形态属性较强的产业领域和支持在文化产业领域提高市场集中度等;产业发展政策包括产业技术政策和产业布局政策等。

Role of Government and Methods of Policy Design of Cultural Industry

In recent years Chinese cultural industry has greeted a high tide of development.Due to the ideological nature,the shift of maximum objective,misplacement of governing structure,and non-market feature of microstructure,the cultural industry displays its immaturity.Therefore it is important and urgent to make industrial policies that conform to the reality,and to bring the government into full play so as to promote the development of this industry.Appropriate industrial policies can enhance the transformation of government functions,remedy the defects of market mechanism,and above all,shift the way of economic growth and rationalize this industry.The immaturity of this industry and the features of China's transformed economy determine the three parts of the current industrial policies.The first part is structural policy,including objective of advanced industry,the selection of leading industries and sequence of industrial development.The second is the industrial organization policy,which should allow the subject of social market to enter the industrial fields with strong ideological nature and support the rise in cultural market centralization.The third is industrial development policy,which includes industrial technology policy and industrial distribution policy.
