合同化在公共管理中的具体应用——以公务人员的管理为例

摘    要:合同化在公务人员管理中的具体应用,主要表现为两种形态:集体层次的合同化与个人层次的合同化.集体层次的合同化,主要发生在行政部门与其公务员集体(工会)之间,现在已扩展至整个行政部门系统内;个人层次的合同化,主要适用于对公务人员的考核与评估,其中评估谈话作为一种有效的管理公务人员的合同化方式,将得到普遍推广.
