| 摘 要： | 教育的目的要求教育组织必须在非盈利框架下运作，由于受到各级政府的严厉监管，教育组织及其主体的自主选择和独立决策行为受到很大影响。为了保证教育产出的最大化和最优化，必须在教育组织的非盈利性和教育选择的市场化之间寻求平衡。

| Abstract: | The aim of education asks for non-profit operation of educational institutions. But the choice-and decision-making autonomy of educational organizations is greatly affected by the strict supervision of government. Therefore, balance between non-profitability and the marketization of educational choices must be achieved to guarantee the maximization and optimization of educational output. |
