论美国内战期间北方的海上封锁政策

在美国内战史的研究中,很多学者往往把北方的海上封锁政策并入北方初期的战略来研究,从而忽略了这一战略的军事意义。如果从总体战的视角入手,把海上封锁战略纳入北方总体消耗战略来研究,则可看出北方加强海上封锁战略的措施具有重要的军事意义。

On the naval blockade policy of U.S. during the American Civil War

In the study of American Civil War,many Scholars used to classified the naval blockade policy in the overall strategy of the United States during the early time of the war.so,the military significance of this policy is neglected.This article try to study from the perspective of the total war,put this policy into the consumption strategy of the U.S.Analysis the measures which were used to strengthen the naval blockade policy,and give a positive evaluation to this policy.
