转型期中国社会面临着许多前所未有的新情况、新问题、新挑战。各领域社会风险不断加大,现阶段中国社会亟需从顶层设计和战略层面出发,从危机治理的关键因素入手,努力构建与完善公共危机治理的利益维护机制、能力提升机制、信息沟通机制、法律规范机制,加强社会矛盾源头治理,化解社会风险,推动改革深入进行,实现社会和谐发展。

A study of risk management from the perspective of risk theory

As the opening-up deepens and development pattern upgrades,the Chinese society is confronted with various new challenges.The increasing social clashes and crises have posed a threat to social harmony and a pressure on the opening-up.How to form an accurate picture of the social conditions and public opinions and accordingly how to exercise efficient risk management have been a priority of the governments and a concern of scholars.Currently it is desirable that China should focus on the major reasons resulting in the clashes and attach more importance to the improvement of various mechanisms.Only in this case can social clashes be avoided,opening-up continue and social harmony be achieved.
