全球化人才竞争背景中的继续教育培训刍议

21世纪是以知识化、全球化和市场化为主要特征的世纪,而人才是其最本质的特征,并构筑了其最核心的竞争力。毫无疑问,人才竞争是世界各国经济与国力的竞争,同时也必然对各国经济发展产生巨大的影响。知识的生产、占有及使用已成为决定各国在世界范围内综合竞争力强弱的最主要因素,作为知识载体的人才势必成为各国争夺的焦点。全球化人才竞争业已形成人才流失与人才回流并行的局面,其关键在于如何采取有效措施凝聚人才并把握人才的流向。文章认为,继续教育培训是凝聚人才、参与全球化人才竞争的有效途径。

The Argumentation on Continuing Education and Training, Effective Way for the Global Competition of the Talents

The 21st century is the century of knowledge, globalization and market. Of all the factors, the talents is the most essential characteristic and has constructed the key ability of the competition. Undoubtedly, the competition of the talents is equal to the competition of the countries' economy and comprehensive power. Also, it will bring the tremendous influence to the development of all the countries' economy. The producing, occupying, and using of the knowledge has been the biggest factor to decide the competitive ability about the countries' comprehensive power of the world, and the talents, as the carrier of the knowledge is due to be the focal points to be scrambled for. The global competition of the talents has formed the situation that the losing of the talents keep its' balance to the returning of the talents. So, the critical point is to find an effective way to cohere the talents and master the flowing direction of them. In this paper, the author believes that the continuing education and training is one of the effective way to cohere the talents, and win the global competition of the talents.
