论领域分离中的社会治理创新

阅读张康之等所著《公共生活的发生》后,一个重要的启示在于:领域分离是中国社会转型中呈现出来的一个重要特征,也是中国改革开放继续深入不得不面对的现实背景,它是社会管理改变传统路径,进行创新的出发点。在中国社会转型的工业化进程中,随着非领地化进程出现的领域分离表现为国家与社会的分离,公共领域、私人领域及日常生活领域的分离。一方面,许多社会问题因无法及时解决而以群体性事件、危机事件的形式出现;另一方面,社会生活的各个领域都出现了现有管理体制无法包容的新因素,社会发展中的非规则化现象日益增多。因此,正确应对领域分离后表达领域兴起的客观现实,正视社会管理中出现的问题,打破政府为单一主体的社会管理格局,寻求社会治理结构伦理化的合作治理是社会管理体制变革的创新。

On Innovation of Social Governance in the Context of Field Separation

The important revelation of the book The Occurrence of Public Life written by Zhang Kangzhi et al. is： field separation is a trait of society transition, and it is also the reality facing China in the process of opening up and reform. It is the starting point to change and innovate the traditional way of social governance. In the indus- trialization process of society transition, field separation appears as the separation of nation and society, and the separation of public domain, private domain, and daily life domain. On the one hand, many social problems can not be solved and turn into mass incidents and social crisis. On the other hand, many new factors have appeared in all the areas of public life and they can be dealt with in the current administration system. The exception to rules and regulations become more and more popular in the development of the society. Therefore, we should face the reality after the field separation, and look squarely at the problems in the social governance. The govern- ment-dominant social governance system should be broken, and the coordinated governance with the logic social governance structure is the innovation in the social governance reform.
