| 摘 要： | 碳排放交易作为减少温室气体排放的有力措施之一,越来越受到世界各国的关注。国际两大碳排放交易市场(欧盟温室气体排放交易体系和芝加哥气候交易所)以其各自独特的运作模式成为全球减排温室气体的典范。我国的节能减排工作应在碳排放交易模式、节能配额制度以及惩罚措施等方面予以完善。

| Abstract: | Carbon emissions trading as one of the powerful measures in reduction of the greenhouse gas emissions,become more and more popular around the world. The two major international carbon emission trading markets (The EU emission trading system and the Chicago Climate trading market) have become a global model for reducing greenhouse gas emissions because of its own unique mode of operation. Our country's energy-saving and emission-reducing should be improved in the model of carbon emission trading,the establishment of energy-saving system,The implementation of punitive measures,etc. |
