| 摘 要： | 随着中国社会的快速转型,中国的社会救助制度取得了新的进展。具体表现为城市贫困救助制度、农村社会救助制度和流动人口救助制度的建立与发展。但同时,城乡社会救助的任务也越来越突出,而与社会救助相关的财政支付制度、政策实施系统以及救助对象方面存在的问题,阻碍了社会救助工作的有效开展。

| Abstract: | Along with the fast transformation of Chinese society, great progress has been made in its social assistance system, which was embodied in fields as follows: the establishment and development of assistance system for the urban impoverished, the rural inhabitants and the transient population. Meanwhile, the task of the rural-urban social assistance system is getting more and more critical. Problems in financial payment system, policy implementation system related to social assistance system and assistance object block the effective development of social assistance. |
