| 摘 要： | 加拿大社区服务是发达国家中非制度性社区服务的典型之一。其基本特征可以概括为：下放权力，明确政府、非营利组织以及个人的责任，将政府责任与市场化运作相结合，发挥各个服务主体的积极性，实行合作治理。它对于我国建构新型社区服务体系具有重要借鉴意义。

| Abstract: | The community service in Canada typifies non-institutional community services in developed countries. It is fundamentally characterized by the distribution of power to lower levels, explicit assigning of power and responsibilities among different levels of governments, non-profit organizations and individual responsibilities, combination of governmental duties with marketing operations, giving full play to service subjects＇ initiatives, co-operational governing. It has significant implications for China＇s construction of a new community service system. |
