Enlightenment to the Development of West Regions from Zuo Zong-tang's Strategic Thought of Exploiting the Northwest Area

Zuo Zong-tang, the important Minister of late Qing Dynasty, had put forward series of ideas of exploiting and constructing the North-west area. He had many positive practices in different aspects, such as adjusting measures to local conditions, building water conservancy projects, practicing agriculture and farming together, developing agriculture and animal husbandry simultaneously, developing regional economy and culture and education of ethnic minority, popularizing the modern times industry and commercial trade, planting trees, environmental protection, etc. Many of his strategic thinking and valuable experiences still have positive enlightenment to today's exploitation of the West Regions.
